I have spoken to Mr. Gilchrist re my letter at 39 and the reminder which is on the file at 40. He has already sent a copy 39 to the Government of India and asked for their agreement by telegram. He has promised to do what is possible to obtain an early decision but this may take "a week or two". Telegram to the Governor in reply to 40 explaining the position.

I have spoken to Mr. Ser pell about his letter at 38. He dislikes the proposal that the Indian Police should have both free rations, uniform and barracks as well as a high cost of living allowance. On the other hand he agrees that, for the reasons set out in paragraph 5 or the Governor's despatch at 31 it is necessary to offer special inducements to the Indian Police and equally that it might be difficult to raise their basic salary which must be related to the basic salary of the Chinese contingent This seems to amount to calling the high cost of living allow nce by some other name such expatriation allowance. I have drafted a telegram to the Governor on which it might be worth getting Mr. Serpell's prior agreement. Letter and draft to him
